Does a lower mouse pulling rate increase latency

Attached is an old post and i was wondering when it says ”huge improvement over the consoles normal wired usb bus speed or 125hz which equates to 8ms latency” is that referring the the mouse polling rate also? Like 125hz polling rate on my mouse is the same as a controller being plugged in and then 500 or 1000 polling rate would be faster, this might be a dumb question im just new to this stuff haha
