If you remove the batteries from the controller and connect the controller to the console using the cable, does it turn on? Are you on XB1 or PS4?

With a PS4 controller you have to go to settings<Devices<Controllers<Communication method<then put (use USB Cable) then it should work if not full turn off the PS4 and connected everything where it has to be then press the Power button and wait for it to turn on then turn on you’re controller then you should be good to go
