Using ps4 keymander2 not Bluetooth pairing to android phone

Hi, I’ve tried everything suggested to pair the KeyMander 2 with the KeyMander app while using a PS4. The light on the KeyMander device is solid blue. I’m not sure if the previous owner has a profile on the device, but it will not connect to the app. Please help — I’ve tried everything.
